That site's submenus do not have delay.

It is a tradeoff between convenience and robustness. Flyout is more
convenient to the users than click-triggered submenu. But it requires
an L-like movement to work reliably, especially with a long vertical
flyout triggered by a vertical menu bar. Long vertical flyout is less
problematic when triggered by a horizontal menu bar.
