Depends on what you are looking for and how much you want to spend:

I find that AccVerify/AccRepair is my favourite overall because it is
standalone with a lot of good features as it has a nice customizable
reporting format.$$$

If you developers use Dreamweaver extensively then LIFT is a good choice
but if you have to validate code from a VisualStudio.NET or other
intensive Server Side Solution then it may not be appropriate.$$$

I also find the report that CSE HTML Validator Generates good but not as
detailed as AccVerify.$$$

One free tool I use all the time is the The Web Accessibility Toolbar,
It's awesome, but it helps if the application you are testing is on a
publicly accessible server.

Another free tool and representing the UofTdot is Aprompt. Seems like a
good tool but haven't examined it thoroughly because I have AccVerify

One tool that looks really neat but I haven't had a chance to explore is
