My experience is with insurance quotes. We have all the state
specific problems and then some.
Here is what I have observed. Dangling something in front of someone
and then telling them that they can't have it produces exactly the
effect you think it would, anger. It's far better to customize your
results so that you are certain it's available to them.
As far as the challenge, you'll probably lose some. Hopefully you'll
just drive them to pick up the phone and call. For the most part,
I've found that if well presented you can ask people anything and get
the vast majority of them to answer it.
I don't worry too much about those who refuse the challenge, I'm not
going to convert someone like that anyway.
