When we use pop-up menus, we make the category name a link to a navigation
page that repeats the links available in the pop-up menu.  It's useful when
an older browser won't render the pop-up menu (but be sure to test that the
regular link on the category name will still work).  Also, it gives people
the option to click the category if they don't like manipulating the mouse
on the pop-up menu.  I don't have data on user reaction to the practice,
other than knowing that some of our users love pop-up menus and some hate
them.
