Dear Jay,
For classification, I would consider an adaptive bayseian analyser with
learning like POPfile (Sourceforge) has for email. You would probably
need someone dedicated to checking the accuracy, training the tool on
errors, deciding minimum relevance levels, and maintaining the
hierarchies and crossrefs of subjects.
For a news & program site like the CBC, I would have URLs always be
short (<60 characters) and eternal. See tinyurl.com for examples of
making short URLs. I run regular web searches on various topics and
every week or two a score or more of renamed CBC URLs (perhaps they
just were moved to a new folder) appear with old news. Fortunately,
they are easy to ignore based on the date at the start of the story.
I'd take over the URL generation from the local regions or stations,
allowing them to submit a story or page and get back the assigned URL
automatically. Having the category(s) in the URL aids finding in search
engines.
Lastly, I would suggest a good search engine divided between News and
Programs. The current one is abysmal. It never finds what I want.
