Having a POV based blog with a group of people posting on the same
subject can also be quite effective. For example I've found having a
project blog where everybody on the development team can post can be an
excellent way to provide management with a view on progress.

True, you don't /have/ to have any specific technology. But giving
somebody a tool built for reading and writing blogs can cut down the
barrier to entry a heck of a lot.
