There are some good writing guidelines on usability.gov. This section was
developed by Ginny Redish, who's one of the gurus of both usability and
clear communication.
There is an article by Ginny and Mary Theofonos in the new issue of
Interactions with the writing for accessibility guidelines they developed
out of a series of usability tests and user observations of blind and
low-vision users.
