[Sigia-l] Familiarity or Consistency

How do people deal with the issue of familiarity versus consistency?  For 
example, if you wanted to reduce a number of disparate systems to have a 
single Web-based interface, what methods (empirical or theoretical)  do 
you use to find the best solution?

Secondly, how strong a part does familiarity play in designing [Web] 
interfaces?  Does familiarity slowly turn into 'useability' as more people 
instinctively look to certain areas of the screen for certain items, or 
utilise features (e.g. menu's) in familiar ways?  I would assume this 
spans not only placement choices and functionality, but also vocabulary as 
well.
