It all depends on what language/platform you know to begin with.

If you have to 'learn' Flash with the start of your project, it might take
longer. :-) If you have to learn JavaScript or DOM (or platform
inconsistencies thereof), then it's going to take some time. The fact that
there are no good JavaScript or Flash IDE's from a developer's POV doesn't
help either.

Given a project of any significant size and proficient coder(s), usually the
actual technical production stage is not what takes the longest amount of
time. Requirements gathering, approvals, prototype or even testing itself
might take longer. 

Unfortunately, the part of the production the client understands often the
least is coding. So they always try to get a fix on that one, without
realizing that's not usually the culprit.
