Not exactly the most academically sound reference I could have given you in
this wide world of ours, but I have always found that the folks at FullScope
do a great job at describing the types of underlying processes a successful
"portal" should support within an organization or a community of users.
Albeit marketing speak to some degree, digging through FullScope's site may
yield some solid fodder for building a definition for your team, as well as
creating a laundry list of the overarching functionality you will want to
advocate for inclusion.

Hi All,
I am starting on a new project developing a portal for
a govt agency. Can you point me to some good examples
of implemented portals? research? articles? approach
suggestions?
My key stakeholders all seem to be defining the portal
in different ways and I would like to get everyone on
the same page.
