I would use the word "when". Because WHEN clients really don't know what
they specifically need that we have problem. Still, the consultant's role is
not to inform the client of what they need, but to work alongside the client
figuring the problem out (as Christina exemplified).

The generalization of how clients behave is as stupid and retrograde as the
same technique applied to Web design, where some* people consider 'general
audiences' and 'average users'. There is just no such a thing.
