Now, would that be ordered or unordered card sorts? :-)

Without the particulars of the given project, it's impossible to come up
with a rule on this. But two notions to consider:

1)  Is the verb implied/obvious? If the context makes it obvious, there's
not much sense/need to add the verb.

2)  Can the verb be factored? In other words, if you have multiple labels
with the same (or almost the same) verb (like "Find this", "Find that" and
"Search the other") it wouldn't hurt to resort to factoring (as in, Find:
"This", "That" and "The Other").
