I admire your self-discovery leading to the inherent impossibility of
preventing gaming of metadata. :-) As you point out, if there's a reason
(usually economic) people will do it, since the cost of doing it is very low
and the risk of getting caught pretty slim, with little in the way of
punishment. That's why we have developed independent sources of evaluation.
In the physical world there's the Good Housekeeping Seal. :-)
