Well of course they have. And genetic algorithms were also created
by humans.
When I say algorithms will evolve faster I mean that human beings
will figure out better algorithms faster than humans can adapt to do
these types of things.
I am not suggesting that these algorithms are sentient on their own
and evolving the way a biological organism does.
There are, however, algorithms and computational methods which do
"learn" from experience (which Shirky recently called the worst way
to learn which is about the only thing I disagreed with him on in
that piece).

No. I think he's watched too many science fiction movies.
