Note: I am calling a taxonomy the hierarchical structure
where documents are placed in a site or within the CMS and
CVs the vocabularies ranging from authority file to
thesauri that are used in metadata to describe the content

-- import of pre-existing CVs into the CMS
-- the flagging of new terms in the pre-existing CV, to
allow them to be extracted or remain in the CV when a new
version of the CV is loaded into the system
-- ability to add new terms into the CVs by end-users, that
are then post-processed to ensure that the they are added
correctly to the CV
-- auto-populate metadata using multiple CVs
-- export of CVs in a standard format to use in other
systems
