Because it's all internal to the client extranet, consequently Google's
prestige-by-number-of-links algorithm won't work -- since there aren't any.
Not into the site, nor any linking within the site except via the
categories.
Not to say other algorithms wouldn't work.
But again, for a few hundred reports, many of which contain similar terms
(they're all investment-related and related products often invest in the
same kinds of industries and/or companies), it's more efficient to use
categories.
