It's not icon-based navigation, but rather frame-based, navigation that the
patent is claiming.

It's unclear whether they are claiming that designs with menu items repeated
on each page (that is, frame-like in the concept of a top menu and/or menu
to the side, but with those elements being reloaded each time).

While it would be great to see frame-based navigation incur a "tax" I don't
see that patent lasting against a prior-art search.
