That navigation bar does NOT move from page to page. 

The so-called "following you" is the effect of anchoring a navigation
bar to the top of screen, instead of the top of page.

By the way, IHT's navigation bar has the problem of inaccessible
sub-menu items. Let's say you click on "Sections", the sub-menu shown
can be longer than the screen height and therefore gets truncated.
That could happen when users have their browser window set to a
shorter height. It could also happen when users have configured their
browser to have larger font size - that means a longer sub-menu.

When the sub-menu is truncated, there is no way for users to access
those truncated sub-menu items. No amount of scrolling will help.
Worst yet, the truncation may happen right along the sub-menu item
boundary. Thus, the users may NOT even aware of the fact that they are
looking at a truncated sub-menu and that IHT has a Classified section.
