I suspect that the only real reason to disguise the post is to prevent
getting tons of cold calls from UX agencies that they don't want to
consider. In my experience, responses to RFPs are not like resumes;
it's not like you want to get 100 and try and cull out the best one.

I wonder if trying to go with one firm is the best approach. For something
of this size, it might also make sense to hire a company to provide
all the UX design oversight with another firm providing the development
expertise. It could be hell, but it could also be great with the right 
two companies.
