In that case, it is a misuse of the term "pre-searched topics".
In English language, "pre-" is used to form words indicating that
something takes place before a particular date, period, or event.
"Pre-searched" means a search was done beforehand. Instead of starting
a search and waiting for it to finish, a "pre-searched topic"
retrieves result of a previous search on that topic. But in your
example,
http://epicenter.etr.org/site/find/PracSearch.taf
clicking on any of the topic links would cause a search. Thus, those
links are NOT pre-searched topics. Calling them such, as that page
does, tends to mislead users into believing that the results that they
are getting is NOT current. The topic links on that page are links
with pre-selected search criteria.
"Pre-selected search criteria" means search criteria selected
beforehand. Clicking on a link with "pre-selected search criteria"
will initiate a search using the pre-selected criteria, instead of
retrieving result of a previous search.
