I use the Dreamweaver facility for shifting back and forth between
layers and tables (Modify: Layout mode-> Convert Layer to Tables -or-
Convert Tables to Layers). I always set the "prevent layer overlap"
preference in the View menu. There is inevitably a bit of tidying up
to do if you have to move back to layers from tables. Not an elegant
solution, I'll be interested to hear what other people do.
