True. However depending on what kind of industry you are in the
'consumer/user behavior' study is owned by multiple groups. In a typical
enterprise application development environment it is one of the most
common means to perform analysis, hence, it is shared by Designers, IAs
and Usability professionals besides various other business analysts with
their vested intersted to interpolate the statistics... Having said
this, I cannot imagine a place where Metrics are formed as separete
team. IMHO, it is a common activity done by various groups with their
unique perspectives and vested interests.

One the original question -

It entirely depends on the kind of company you are -- 'BigCo Vs.
SmallCo', 'Product based Vs. Consulting', 'or' which sector you are in
-- 'enterprise apps', 'retail', 'financial and banking', 'Helthcare'
etc. And there's also other parameters which affects all - pertaining to
the processes, business models, etc.
