Hmmm. Unless I'm missing something, it's pretty much the same concept as your earlier suggestion of exporting
Illustrator/Freehand files to PDF/EPS and then embedding those into an InDesign/Quark file.

Currently, our team is writing our specifications in exactly this manner, (linking individual visio pages into a word
document) and then creating PDF's of the documents for sharing.

Agreed that cutting and pasting is a real pain for any non-trivial number of items.
