Just because a programmer is fluent in HCI issues doesn't mean that is their
main concern.  Likewise, just because an ui/ia understands programming
issues, doesn't mean that their main concern is efficient code.

It is a matter of emphasis.  If your boss tells you to do 'X' then you do
it.  Having more programmers understanding the importance of a good
interface means there is less friction creating one.  Having a UI design
person understanding good code meanse there is less still.  But let's not
undersestimate the importance of job roles.

An excellent point: an HCI course can make computer science students
into better prorgrammers, even if they don't go on to do HCI work.
