A designer should be able to use designer tools.

A SWE should be able to use engineering/programming tools (including a 
language).

A writer should be able to write with paper and pen, typewriter, or 
Office (Nisus Writer) - which ever tool is appropriate to their job.

IMHO, Programming and Design (e.g. graphic, interaction, ui) are two 
very different things. They need each other, but are two independent 
focuses.

Designers need to appreciate the language and environment the system is 
constructed in/with.
