[Sigia-l] Grayed Out Nav Elements vs. Changing Nav Menu

It's usually better to show what is currently unavailable grayed out
than to have it disappear from the menu altogether. People reply
partially on layout (and accompanying muscle memory) to navigate menus.
If they suddenly change in length and items disappear (a la the new
Microsoft menus), it is very disconcerting.
