So how much is 'too much' and how much is just enough? Are there
some best practices that can be articulated? (Or do you just know
something is too much when you see it?)

This is my list on the topic of URL's, but I'm not sure that they
really address this issue of 'how much.' Mainly concern cleaning
up those CMS produced url nightmares.
