Regarding web safe colors - I can tell you that the last time I visited my
government task monitor about the site we manage for his agency, I saw to my
surprise and consternation that he looks at it with his new monitor set at
256 colors.  Our site looks a bit funny at 256 colors.  But then I realized
that nearly every web site he looks at must look kind of funny.  I also have
had users (e.g. community coalitions) e-mail comments that lead me to think
that they, too, are getting a dithered view of the web.  In our department
we have gone away from using web safe colors over the past few years.  But I
think that certain audiences (government agencies and non-profits?) still
have older equipment or are, for whatever reason, viewing the web in a
limited palette.
