Two colleagues and I are currently working on an enterprise-wide metadata architecture, as well as metadata schemas for the public web site and intranet (about 20,000 pages) for a utility company. 

We did decide to base our schema on the Dublin Core Metadata Element Set, although we added many more attributes and did not use every attribute in the Dublin Core set.

We agreed that since there was an international standard, we might as well follow it whenever possible.
