My only assumption is that most users have customized their
environments.

They may not know what DPI or screen resolution stands for. But they
know for example that on Windows, there is something called "screen
area" in the "Setting" tab of the "Display Properties" configuration.
Adjusting "screen area" will affect the resolution.

By playing with various settings, users have indirectly determined the
optimal line length for themselves.

Thus, I believe web pages should respect the implied line length
instead of imposing their own.
