Only in certain cultures. In some cultures there is a bias towards
particularism, away from universalism, and rules of conduct for all manner
of things are driven by the relationships people have, rather than some
universal rules.

This is one of the dimensions of culture that Hofstede identified.

The USA leans heavily towards the universalism side of the scale, which has
