Well, if you want to get precise on this, the company 'owns' the telephones.
But the point is, even though, say, the IT dept may have selected and put
the phones in place, they won't and cannot tell other departments whom to
tele-conference with, how to politely speak or how to conduct a
telemarketing campaign on the said telephones.
Like the telephone, the Internet is infrastructure, a platform to conduct
business on, not the business itself. Who does the plumbing is pretty much
insignificant. Those businesses that focus on the plumbing and who owns what
of it, deluding themselves that the platform was the business are in for a
rude awakening. That is, if they haven't learned their lessons from the
dotcom debacle.
