In my experience prototyping is one of the most efficient technique for shortening time to market. Changes to during developing are inevitable in a project as the project takes form - and it's a common lesson that the time (and money) it takes to change something grow exponentially throughout a project. Doing the changes while prototyping is 10 times faster (and cheaper).
