The case I was thinking of for this is a very small site with only 4 main
section and only about 7 -10 total pages. Most of the content is above the
fold and there is a footer with copyright and privacy information and all
the navigations elements (as well as others) will have alt tags.

Did  the practice of bottom link text fall out of practice as those using
Lynx (while still in use) decreased dramatically?
