Especially if the main nav links run horizontally at the top of the page, a
redundant set of text links at the bottom of the page improves usability in
that even if the page becomes long, users will have easy access to those
links when at the bottom of the page.

On the other hand, having only certain links at the bottom of the page might
be confusing, since the user may not have the same perspective on what would
'sensibly' appear on the bottom and what would appear on the top (as in what
would be defined as a 'utility' link.  And as Ziya said, since it's all
text, the cost is low, so why not just make it completely redundant.
