If you use the dictionary as an authority (seems like we're well beyond
that), 'design' has an organizational or planning aspect that 'create' lacks

http://www.dictionary.com/search?q=create). In that narrow sense (defn's 1 &
2), 'design' seems to be about making a representation of something that
will be instantiated through some other process.  'Design' also has a
goal-directed component (def'n 3), while 'create' seems rather open-ended.

But what do I know.
