Very few companies or interactive agencies have a role exactly like this for many of the same reasons information architect is
rolled up in many different roles (at my last position, it was part of being a Product Manager). Companies just don't have enough
staff to do this.

That said, I personally think that if you are a designer schelping websites, you should have a good handle on what HTML can do. It's
similiar to an artist -- if you want to hire a painter, you want someone that can actually put brush to canvas, not someone that can
give you a sketch of where to paint, then hand off to someone else. Most converted print designers to web design some of the worst
sites from a download/bandwidth perspective.
