penetration means availability not uptake
or cost-effectiveness...
because of the size of the US it is easier to
deliver volume cost reductions more rapidly
to the consumer market...ie throw cash at it till
it works [or not].
In "other" countries we just have to sit and wait and see
if something happens...which usually it doesn't until
a government is impacted...
