There's an interesting article at News.com on the rush to sell
security-related IT stuff to the government, for a piece of that $38 billion
budget:

"Software companies big and small are sending tens of thousands of proposals
to government agencies, some of which are so new they don't have the budget
to hire people to evaluate them all."
