You're sure this is not the FBI? :-)

If you need to solve this in an hour so, get a cheap/free search engine like
Atomz, point it to your archive and be done with it. (I'm sure Avi would
chime in with suggestions.)

On the other extreme, is a system (like the one I did a few years ago) where
the documents can *only* be saved to a database (as opposed to a file
system) wherein your UI can guide/force the user to enter keywords and other
relevant data. The retrieval efficiency is pretty much assured because of
the consistency of keywording and the fact that no document exists
independently as a file.
