I bet you donuts to dollars, a *very* significant portion of FCIs never get
reported. Take me, for example. I *often* 'talkback' to annoying web sites.
But I imagine I actually fire off an email, maybe, one out of 15-20
infractions I get to notice. So whatever 'research' or stats you get, use
them with a huge grain of salt.
