It's still how tabs are generally used within many graphical shells, and
programs that adopt the technique from the shell.
The point of using shell conventions in a webpage is to take advantage of
the fact that users may be used to the convention. Otherwise why bother with
tabs anyway? Looked at "from scratch" they are a rather messy and wasteful
way of collecting links compared to a navigation "table" and uninformative
compared to links within text.
