World Organization of Webmasters is one of several professional
organizations that sprang up a few years ago to represent web developers,
similar to the Assocation of Internet Professionals or the HTML Writer's
Guild It's been awhile since I'd heard of them, but as I recall their
members tended to be mostly small-time developers.

seems like a big part of the organization is their educational and
certification programs, which they were pushing in the press release about
the study.
