	A couple more ideas:  PRECIS is not always discussed under 
"classification."  It will also appear under "subject indexing" and 
"subject cataloging" (or cataloguing).  Also as Austin was the 
developer and chief proponent of the system, anything you find by him 
on the topic is really "going to the horse's mouth."

	Finally, you might find a useful introduction to the ideas in 
any textbook on subject cataloging, indexing, or classification that 
is dated before the 1990's.  That phrase "time-conditioned attempt" 
in the question is significant.  PRECIS was designed very much to 
meet the needs and limitations of the paper world.  In your paper you 
might compare the usefulness of PRECIS for the paper and online 
worlds.
