[Sigcabinet] SIGs financial plan status update

Hi all -
Just wanted to give you a status update on the financial changes for 
SIGs before I send a message to SIG-L.  We have successfully updated the 
membership form to reflect both the new pricing to members of 2+ SIGs 
and to update SIG MED to SIG HEALTH.  Yay!  After some discussion, Dick 
and I (with Shelly as confirmation) have decided to postpone the second 
half of the financial restructuring - that is, the disbursement of funds 
to SIGs - until the start of the upcoming fiscal year.  I have asked 
Shelly and Chris to work this summer with Dick and HQ staff to firm up 
procedures for budgeting, requesting funds, and reporting so that we are 
clear on expectations and timelines going into the FY10/11 season.  That 
will also allow us to start off the fiscal year with the plan, rather 
than trying to implement it midyear.

Please let me know if you have strong objections to this!

Also, while I have your attention, we'll need to recruit submissions for 
the SIG Member and SIG Publication of the Year awards soon.  I believe 
their deadline is July 15th.  The six of us (KT, Shelly, Chris, Kevin, 
Phil, and Nadia) are the jury for those two awards.
