[Sigcabinet] SIG Cabinet regulaitons

Councillor is the dated reference to Director at large.  Board members used
to be Councillors.

Who is the Cabinet Councilor? I've never heard of this position before? Also
I think the Board Policy Manual needs an update to remove references to
MidYear.
