[Sigcabinet] new members brunch - pay out of SIG Project Fund

I think there are probably better ways to get participation other than 
levying a participation fee.  I'd be happy to send you a list of SIG 
chairs to contact individually to invite them to the brunch, with their 
materials, etc., or we could promote more heavily online and at SIG 
Cabinet (which is immediately before the brunch). KT
