[Sigcabinet] new members brunch - pay out of SIG Project Fund

KT,

  So if I understand correctly then all the SIGs will just be donating
  a total of $100.  That really is not worth it because the food is
  going to cost alot more than that.  In the past when we have gone to
  the individual SIGs we have raise ~$1000.

  I don't think I am in favor of this.
