[Sig-l] Schedule Changes - for planning biz meetings

We have had to move some of the SIG sessions.  The changes are detailed
below.  Affected SIGs are HFIS, ED, and DL.

Some SIGs may want to reconsider their SIG planning times.  These changes
have been incorporated in the web program.
