Elaine Keefe summarized the library aspects of state education funding as of
yesterday’s legislative activity. According to Verne Oleksowicz, Deputy
Director, Great River Regional Library, “There's still some distance to go
before the legislative process is completed, but I believe that we're in a
fairly sound position in most areas right now. Please continue to
communicate with your senators and representatives about the need for
additional funding for libraries and media centers. As part of that process,
please thank those in the House and Senate who have supported significant
library initiatives this year.

The House omnibus K-12 Education Finance bill will be released to the public
this afternoon.  It includes a substantial amount of new money for
libraries.  Here is a summary:
 
Regional Library Basic System Support:  Funding for RLBSS will increase by
$5,180,000 over the next two years.  RLBSS will rise from the current
$8,570,000 per year to $9,182,000 in FY 2008 and to $13,138,000 in FY 2009
and in subsequent years.  This is an increase of $612,000 in FY 2008 and
$4,568,000 in FY 2009.
 
Regional Library Telecommunication Aid:  Funding for RLTA will increase by
$2,090,000 over the next two years.  RLTA will rise from the current
$1,200,000 per year to $2,190,000 in FY 2008 and to $2,300,000 in FY 2009
and in subsequent years. This is an increase of $990,000 in FY 2008 and
$1,100,000 in FY 2009. 
 
School Telecommunications Equity Aid:  Funding for school telecom aid will
increase by $8,865,000 over the next two years.  It will rise from the
current $3,750,000 per year to $7,622,000 in FY 2008 and to $8,743,000 in FY
2009 and in subsequent years.  This is an increase of $3,872,000 in FY 2008
and $4,993,000 in FY 2009.  
 
Multi-County, Multi-Type Libraries:  Funding for the multi-types will
increase by $754,000 over the next two years.  It will rise from the current
$903,000 per year  to $1,260,000 in FY 2008 and to $1,300,000 in FY 2009 and
in subsequent years.  This is an increase of $357,000 in FY 2008 and
$397,000 in FY 2009. 
 
School Technology:  The bill includes $29,025,000 in one-time funding to
provide $30 per pupil to assist school districts in meeting statewide
technology standards.  The standards are to be established by a task force
comprised of school technology experts to be convened by the Department of
Education.  MEMO is among the organizations that will be represented on the
task force.  
 
Hennepin County/Minneapolis Library Merger:  The bill includes a one-time
appropriation of $4,500,000 to assist with the cost of the merger.  If the
merger does not take place, the appropriation will be added to the RLBSS
appropriation for FY 2008.  
 
Library Structures Study:  The study that was proposed in the Governor's
budget was not funded.  It was not funded in the Senate E-12 bill either, so
it will into go forward this year.  
 
General Education Formula:  The bill increases the general education formula
by 3% in each of the next two years.  This is the funding stream that funds
school media centers.
